Title: Planner
Dept./Div: Development Services/Planning Services

Nature of Work: This is a regular, full time professional urban planning position. Responsibilities include   enforcement of the City’s Zoning Ordinance, subdivision and site plan review, and coordination between various City departments on large scale projects. The planner will answer questions from the public concerning the City's development regulations, issue zoning certificates and other development approvals, and work with members of the public in preparing generalized development plans for public and private projects.  The Planning Services Division staffs and prepares agenda items for the City=s Planning Commission, Zoning Board of Appeals, and Preservation Commission.  The planner will assist in implementing and conducting an annual review of the newly adopted Comprehensive Plan. The selected candidate will be responsible for preparing reports to the Planning Commission and serving as the staff contact for the Preservation Commission.

Essential Duties:

  1. Meet and interact verbally and in writing with members of the public in various City offices and visually review drawings of site plans, zoning proposals, subdivisions, flood plains, etc.
  2. Draw sketches of various plans to illustrate designs for projects.
  3. Utilize ArcGIS to research property information including ownership and property boundaries.
  4. Write technical reports that may include maps, sketches, and tables.
  5. Present reports orally in public meetings including the Planning Commission, Preservation Commission, and Zoning Board of Appeals. Answer questions raised by attendees and Commission/Board/Council members. Meetings frequently occur outside regular office hours.
  6. Visit and enter upon construction sites and check for Site Plan compliance by taking measurements and inspecting site work relative to approved plans.
  7. Visit and examine sites of proposed rezonings, special uses, various site plans, subdivisions, annexation, etc., to visually observe existing situations and determine suitability of proposed uses or changes. This sometimes entails traversing rough and uneven ground through brush, grass, mud, snow, etc.
  8. Read and interpret City codes and State statutes and explain the provisions to the public orally and in writing.
  9. Interact with other City departments by coordinating interdepartmental development review and assist in investigating complaints of possible Code violations.
  10. Review copies of deeds and Real Estate Transfer Declarations from County Clerk's office to determine if subdivision or zoning violations are occurring.
  11. Perform statistical and mathematical calculations.
  12. Read and interpret Federal and State regulations for grant programs being administered by the City.
  13. Write periodic reports to be submitted to State or Federal agencies.
  14. Communicate verbally, electronically and in writing with citizens, representatives of developers, state and local officials, etc.
  15. Read professional journals and attend professional meetings to stay apprized of current information in the planning field.
  16. Post properties to notify the public of upcoming public hearings.
  17. Efficiently and effectively utilize Windows based computers.  Proficiency in Microsoft products including Word, Excel and Power Point is desired.
  18. Operate audio and visual equipment at meetings and elsewhere, including but not limited to set up of screens, microphones, audio and video tape recorders and cameras, laptop computer and digital cameras and projectors.
  19. Manually operate office machines including but not limited to copying machines, fax machine and personal computers.
  20. Ability to illustrate and display charts and graphs.
  21. Use tact and good judgement and utilize strong and effective interpersonal skills in interacting with co-workers, members of the community, agencies and organizations; work effectively both independently and as a team member.
  22. Drive City car to project sites, meetings, libraries, agency offices, etc. Travel in city car and public transportation to meetings in nearby and distant communities.

Other Duties: Performs other duties that are related to the overall operation of the Development Services Department.

Work Environment: Work is usually performed in an office setting, but may require the occasional operation of a vehicle during the course of the work day in a variety of weather conditions to perform duties.

Physical Demands: Work is usually sedentary with occasional walking, reaching, bending, lifting and carrying objects under 25 pounds, or minimal physical activities. Work requires the ability to sit or stand for extended periods of time, to operate personal computers, and to perceive and/or discriminate colors, sounds, depth, and texture.

Minimum Acceptable Qualifications: Bachelors Degree in Urban and/or Regional Planning or a closely related field including but not limited to geography, political science, community development, architecture or landscape architecture and at least two years of responsible planning experience with a municipal or regional planning agency or with a consultant working with municipal or regional governments in the area of zoning administration, subdivision control, site plan review, historic preservation, and/or comprehensive planning. A Masters Degree may be substituted for work experience. AICP certification is highly desirable.  Must have or obtain and maintain a valid Illinois driver’s license.

Regular, Full-time Position/Overtime Exempt
Salary Range 6 $42,679 - $59,696
