Downtown Facade Program

The downtown facade improvement loan program was established in August 1990 and has been amended to meet the changing needs of downtown property owners. Structures eligible for the program must be located within the loan program area shown on the enclosed map.

The program is designed to fund up to 100% of the facade improvement cost at an interest rate set at 3 points below the prime rate with a 7% maximum and 3% minimum rate, for a term not to exceed 10 years.

Revolving Loan Fund Program

As a result of the receipt of Community Development Assistance Program (CDAP) grants from the Illinois Department of Commerce and Economic Opportunity, the City of Carbondale has available a Revolving Loan Fund which can be used for the establishment or expansion of businesses within the City of Carbondale. The initial funds originated from the federal government's Community Development Block Grant Program.When the City of Carbondale makes a loan from the CDAP Revolving Loan Fund (RLF), it must do so in conformity with federal and state laws and regulations. Compliance with these laws and regulations is also required of loan recipients.
